Azaria Howell: Was Luxon's apology convincing?

The Prime Minister's says he believed he had a good robust chat with the Rotorua Business Chamber last week, but that doesn't minimise his apology for comments he made.
Chris Luxon responded to a question over the city's struggles, saying businesses had a 'parent child mentality' and need to be more adult.
Today he's apologised, saying he got it wrong, and he's sorry if he caused offence.
Newstalk ZB reporter Azaria Howell says this apology has raised questions from Labour, who claimed it wasn't 'convincing'.
