David Seymour is pushing to legalise plug-in solar panels, saying Kiwis are smart enough to handle the fire risk.

His Regulation Ministry's newly released report recommends ways to make New Zealand the easiest place to go solar.

They also include suggestions to slash installation approval times and costs - in some cases by thousands of dollars.

Seymour says plug-in solar can be hazardous, but current regulations assume people are stupid.

"I think people can work this out, and it means a whole lot of people - so this is going to be like Australia, you just go to Kmart and buy a solar panel and it starts cutting down your power bill."
