It says New Zealand has major gaps in climate adaptation - and no clear strategy, a lack of consistent and effective rules, poor funding tools and no incentives.
Victoria University Emeritus Professor Jonathan Boston says it's a tough political sell.
"It's a kind of lose-lose situation, there are very few brownie points in not preparing people for disasters."
