A review is making 15 recommendations for Tauranga City Council after finding systemic failings in relation to the Mount Maunganui landslide.

Six people died after a landslide crashed down onto the beachside holiday park in January.

The recommendations made in a today's report aims to establish robust operational processes for handling and mitigating risks.

NZ Herald senior journalist Michael Morrah says the failures found in the report were 'significant', given the number of warning signs found ahead of the disaster.

"The earliest warning was in 1999, and what the retired High Court Judge Paul Davidson KC has said in his findings was that these reports, which warned specifically of a risk of death - they also warned of a landslide, of rocks falling. These reports were essentially emailed around the place."
