Wellington's controversial Golden Mile project's been canned, following a three-hour council debate.
In their final vote, 14 wanted to discontinue the revitalisation project - with three opposed.
Councillor Karl Tiefenbacher stood aside from voting because of a conflict of interest.
Mayor Andrew Little says they ran the numbers, and the council can't afford another $60 million.
"Some bits don't stack up, some bits might - but we actually just can't afford $60 million, so I'm supportive of us just going back and seeing what we can do, and trying to get some savings at the same time."
